Who owns fish? The last global "Tragedy of the Commons"
Areas so called "beyond national jurisdiction make up 64% of the surface of the world's oceans - and have no protection from the massive destruction by industrial fishing operations. At the UN a program was introduced to protect the biodiversity of this area, which some consider to be the last "commons" on earth.
